The temple was established by the local Oriya community who migrated to Shillong during the British colonial period. The construction was completed with contributions from the local Hindu community and has since become a center for Vaishnavite worship in the region. The temple follows the traditions of the Jagannath cult of Puri, with the deities being Lord Jagannath, Balabhadra, and Subhadra.
Visitors describe congregations that mix Oriya, Bengali, Assamese and other North Indian families, in keeping with the shrine's origins among migrants who settled in the capital during the British period.
